In 2007, CMS developed Star Ratings for MA (Part C) and Part D to help beneficiaries choose among competing plans. The rating is used by CMS to monitor plans and ensure that they meet Medicare’s standards. Overall, the Healthcare Reform & CMS 5-Star Rating System reflects “pay for performance”, rewarding plans with bonuses.
